  {"id":13218,"date":"2025-01-17T11:16:09","date_gmt":"2025-01-17T16:16:09","guid":{"rendered":"https:\/\/www.yorku.ca\/dighr\/?p=13218"},"modified":"2025-07-02T09:32:06","modified_gmt":"2025-07-02T13:32:06","slug":"hot-off-the-press-can-systems-analysis-help-avoid-potential-policy-failure-for-emerging-zoonoses-and-pandemic-prevention","status":"publish","type":"post","link":"https:\/\/www.yorku.ca\/dighr\/hot-off-the-press-can-systems-analysis-help-avoid-potential-policy-failure-for-emerging-zoonoses-and-pandemic-prevention\/","title":{"rendered":"Hot off the Press \u2014 Can Systems Analysis Help Avoid Potential Policy Failure for Emerging Zoonoses and Pandemic Prevention?"},"content":{"rendered":"\n<p>Dahdaleh<strong> <\/strong>Institute<strong> <\/strong>research fellows Chloe Clifford Astbury and Kirsten Lee, faculty fellows Shital Desai, Tarra Penney, and Cary Wu, and interim director&nbsp;Mary Wiktorowicz recently published a paper in BMJ Global Health titled, \"Wildlife policy, the food system and One Health: a complex systems analysis of unintended consequences for the prevention of emerging zoonoses in China, the Democratic Republic of the Congo and the Philippines.\"<\/p>\n\n\n\n<p>The paper looks at preventing zoonotic spillover as a complex system problem and uses archetypes to examine unintended consequences of policies \u2014 fixes that fail.&nbsp;<\/p>\n\n\n\n<p>Some key findings:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\ud83d\udcd6 A systems perspective was used to illustrate how system adaptation may lead to the failure of prevention policies focused on wildlife.<\/li>\n\n\n\n<li>\ud83c\udfdb\ufe0f The \u2018fixes that fail\u2019 archetype emerges from actors with different goals unknowingly working at cross-purposes within a system, which can drive unintended consequences or policy failure.&nbsp;<\/li>\n\n\n\n<li>\ud83c\udf0d Considering three case-study countries\u2014China, the Democratic Republic of the Congo, and the Philippines\u2014they identify how this adaptation may impact zoonotic risk and food system outcomes.<\/li>\n<\/ul>\n\n\n\n<p>Tension was found between the:<\/p>\n\n\n\n<p>\u2705 policy goals of conservation and sustainable resources management;<\/p>\n\n\n\n<p>\u2705 profit-seeking goals of local and global actors who exploit these resources, and<\/p>\n\n\n\n<p>\u2705&nbsp;goals of some local community members to maintain access to area that have cultural and religious meaning.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Led by <strong>Chloe Clifford Astbury<\/strong> and <strong>Tarra L Penney<\/strong> of <a href=\"https:\/\/globalfoodsystempolicy.org\/\">Global Food System &amp; Policy Research<\/a>, this collaborative research would not have been possible without our local and global colleagues including\u00a0<strong>Kirsten Lee, Mary Wiktorowicz, Shital Desai, Valentina De Leon,<\/strong> Dr. Marc Yambayamba, Helene Carabin, Eduardo Gallo-Cajiao, Russel Aguilar, Mala Ali Mapatano, Angran Li, Kathleen Chelsea Tongo, Zhilei Shi, Zhuoyu Wang, Cary Wu, Janielle Clarke, Krishihan Sivapragasam.<\/p>\n\n\n\n<p><a href=\"https:\/\/gh.bmj.com\/content\/10\/1\/e016313\">Read the full article here.<\/a><\/p>\n\n\n\n<p><strong>Astbury, Chloe Clifford, Demeshko, Anastassia, <\/strong>Aguilar, R., Mapatano, M.
