Non-urgent ER visits among homeless people during winter rose by 24% across province since 2018

When Dr. Carolyn Snider arrives for her early morning emergency room shifts, she regularly sees between five and 10 people in the waiting area who don't need medical attention 鈥 just a safe place to stay warm.

There's been a significant increase in the number of homeless people taking refuge in downtown Toronto emergency departments over the last few winters, Snider said. She and colleagues did some research to see if they could quantify what they were seeing.

The resulting study, published on a pre-print website Tuesday, examined data that had been collected from hospitals across Ontario, documenting ER visits from the winter of 2018-19 through to last winter, ending March 31, 2023.

It found that non-urgent emergency department visits among people who are homeless increased by 24 per cent across the province over those five winters.

'We should prioritize getting people housed': expert

The study results don't surprise Stephen Gaetz, head of the Canadian Observatory on Homelessness based at 快播视频.

Gaetz was not involved in the study but said "the results are to be trusted."

"One of the things we need to come to terms with in our response to homelessness is that if we do not provide people with access to adequate housing that is safe, affordable and appropriate, as well as necessary supports if they have health and or mental health challenges, then we shouldn't be surprised that people experiencing homelessness are going to make decisions that we may not like," Gaetz said in an email to The Canadian Press.

"If we don't like people experiencing homelessness going to emergency services at hospitals, sleeping in tents or in parks, or sleeping and keeping warm on the subway, then we should prioritize getting people housed," he said, noting that preventing people from becoming homeless in the first place is also important.

The hearing into the legality of the Safer Communities and Neighbourhoods (SCAN) Act is scheduled to wrap up on Nov. 10 after three days of intense and, at times, conflicting testimony.

The SCAN Act empowers the Yukon government to resolve complaints of alleged illicit activity at a property by serving an eviction notice with as little as five days warning, regardless of any existing tenancy agreements.

The legal challenge is centred on the idea that the SCAN Act violates the Charter of Rights and Freedoms鈥 guarantee of liberty and security. According to the lawyer bringing the challenge forward, Vincent Larochelle, the aim is to strike down the section of the act that allows landlords to terminate tenancy agreements by giving five days鈥 notice.

Stephen Gaetz, a 快播视频 professor and president of the Canadian Observatory on Homelessness who was called as an expert witness, outlined the circumstances that can cause someone to become unhoused, including evictions.

Gaetz noted that the further west and north you go in Canada, the higher the prevalence of unhoused Indigenous people. He also said that a point-in-time count in Whitehorse in 2018 showed 82 per cent of unhoused people in the city were Indigenous, with 73 per cent of these people identifying as First Nations.

York Research Chair in Reparative and Racial Justice Carmela Murdocca told the court that complaints-based property ordinances such as the SCAN Act operate on the fringes of the criminal justice system and disproportionately affect 鈥渞acialized, economically marginalized and Indigenous people.鈥

Social innovation involves designing and testing new ways of addressing old problems. Dr. Stephen Gaetz explores the role of social innovation in inspiring change in how we respond to youth homelessness in Canada. The focus of this presentation will be on the latest results from the work of Making the Shift-Youth Homelessness Social Innovation Lab (MtS) - a partnership between the Canadian Observatory on Homelessness and A Way Home Canada. While MtS has developed a solid evidence base for the prevention of youth homelessness, it is clear that the production of quality research alone is not enough to produce the change we want to see. Dr. Gaetz will discuss the knowledge mobilization strategies employed by MtS to help engage service providers and all orders of government to inform, change minds, and contribute to a change in how we think about, and respond to this seemingly intractable problem. For those interested in research impact, this is a compelling example of how to achieve it.

Dr. Stephen Gaetz is a professor in the Faculty of Education at 快播视频, in Toronto Canada. In 2021, he was named York Research Chair in Homelessness and Research Impact. As a scholar, Gaetz has had a long-standing interest in understanding homelessness 鈥 its causes, how it is experienced, and potential solutions. His program of research has been defined by his desire to 鈥榤ake research matter鈥 through conducting and mobilizing rigorous scholarly research that contributes not only to our knowledge base on homelessness but also to solutions to homelessness that impact on policy, practice and public opinion.

More than 40 research projects at 快播视频 will receive a boost of $16 million in funding from the  (SSHRC), including close to $10 million in  for long-term research projects in anti-homelessness, global health, 2SLGBTQ+ poverty and Indigenous rights and reconciliation.

The funding was announced on June 16 by Fran莽ois-Philippe Champagne, the federal minister of innovation, science and industry, and is part of more than $175 million in SSHRC funding to support important research across Canada.

鈥淵ork has long been recognized as a leader in the humanities and social sciences, so we are gratified that SSHRC is recognizing and supporting the York researchers who have received funding through the Insight Grants and Partnership Development Grants, and for our graduate students who have also received support,鈥 said Rhonda Lenton, president and vice-chancellor of 快播视频. 鈥淲e are particularly delighted for all four of our researchers who received Partnership Grants, which will sustain urgent efforts to combat poverty and homelessness and to strengthen our global public health regime and the self-determination of Indigenous communities.鈥

The four Partnership Grant recipients, each of whom has received close to $2.5 million in support of six- and seven-year projects, are: 

  • Stephen Gaetz, professor in the Faculty of Education, received a second consecutive Partnership Grant to continue his work as president and CEO of the Canadian Observatory on Homelessness (COH) 鈥 an anti-homelessness research institute previously funded by the SSHRC in 2012. 
  • Steven Hoffman, professor of Global Health, Law, and Political Science at the Faculty of Health and  and the Dahdaleh Distinguished Chair in Global Governance & Legal Epidemiology, and director of the Global Strategy Lab, will pursue research into a global framework for sustainable antimicrobial drug use and preventing the proliferation of drug-resistant bacteria.  
  • Nick Mul茅, professor of gender and sexuality at the Faculty of Liberal Arts & Professional Studies, will undertake a project called 2SLGBTQ+ Poverty in Canada: Improving Livelihood and Social Wellbeing. The initiative will address disproportionate vulnerability to poverty among Two-Spirit, lesbian, gay, bisexual, transgender and queer plus (2SLGBTQ+) people. 
  • Dayna Scott, professor at Osgoode Hall Law School and the Faculty of Environment & Urban Change, received funding for 鈥淚nfrastructure Beyond Extractivism: Material Approaches to Restoring Indigenous Jurisdiction.鈥 The project will explore novel approaches to strengthening Indigenous jurisdiction and sovereignty over hereditary lands and waterways.

The announcement also includes $5.2 million in  for 30 researcher projects across multiple Faculties, including the Faculty of Health, the Faculty of Liberal Arts & Professional Studies, the , the Faculty of Education, , the  and .

In addition, six York researchers received just over $1 million in funding under the  to foster new research and related activities with new or existing partners, and to design and test new partnership approaches.

Titled "Child Welfare and Youth Homelessness Prevention in Canada," the webinar will examine pandemic responses to homelessness across the nation. In response to the pandemic, some provinces and territories have placed temporary moratoriums on transitions from care. These measures have opened up opportunities to rethink what transitions should look like for youth moving forward. Youth who have had some type of involvement with child protection services over their lifetime are at increased risk of experiencing homelessness, and advocates have long argued more needs to be done to support young people during these times of transition.

Drawing upon emerging research and perspectives from the frontlines, attendees will learn about the long-term solutions that are needed to support youth when transitioning from care, ensuring no young person is prematurely forced out of care. The question that will be addressed is: How can we build on some of the recent promising developments to collectively rethink our approach to child protection?

Join Melanie Doucet, PhD social work and MtS Scholar with Lived Experience, senior researcher and project manager at the Child Welfare League of Canada and researcher with the Centre for Research on Children and Families at McGill University; Michael Ungar, founder and director of the Resilience Research Centre and Canada Research Chair in Child, Family and Community Resilience; and David French, managing director of A Way Home Canada, in a rich discussion on how to stop the pipeline of young people from the child welfare system into homelessness through focusing on well-being instead of keeping young people in survival mode.

Welcome to the November 2020 issue of Innovatus, a special issue of YFile that is devoted to teaching and learning innovation at 快播视频.

This issue of Innovatus focuses on teaching, learning and the student experience in the Faculty of Education. I am so pleased by the rich variety of stories offered in this issue because they showcase the expansive depth of the Faculty's approach to the "act of education" to quote Interim Dean Sharon Murphy.

Education is universal and the Faculty's work with refugees in the Dadaab Refugee Complex in Kenya, homeless youth and in re-envisioning early childhood education are displayed among the fine stories offered in this issue. As well, Dean Murphy's letter is a testament to the Faculty's commitment to excellence, and the story highlighting the innovation shown in moving the Faculty of Education's Summer Institute online and transforming it to a year-long effort is amazing. Encore!

One of 快播视频's hallowed traditions, the Faculty of Education Summer Institute (FESI), may have bowed to COVID-19 in terms of format, but it is unbowed in terms of mission and content. For 2020-2021, the institute has morphed into a series of five free webinars titled Up Close and Personal: Conversations on Anti-Oppression.


Stephen Gaetz, the 快播视频 Research Chair in Homelessness and Research Impact and a professor in the Faculty of Education, is using his excellent research and communications skills and grant-writing ability to attack the challenges within youth homelessness, which need broad solutions and a meeting of many perspectives.


Rachel Silver, an assistant professor of education at York, with the help of a team of her colleagues in both Toronto and Dadaab, has created a virtual colloquium series, Reciprocal Learning in Times of Crisis, for the Faculty's Borderless Higher Education for Refugees (BHER) program. The series considers the issues arising from the confluence of education, the COVID-19 pandemic and new waves of resistance to anti-Black racism.


Lucy Angus and Cristina Delgado Vintimilla, assistant professors new to York and the Faculty of Education, have created a lecture series titled Disrupting Early Childhood: Inheritance, Pedagogy, Curriculum to explore new ideas about early childhood education (ECE) and create a space to bring together the innovative research conversations that are changing the field of ECE.
