But ironically, unhoused citizens are left out of the civic debate that most impacts their lives.<\/p>\n\n\n\n<p>As Ontario approaches municipal elections in October, our concept of \u201cthe public\u201d is needed to remind us of our commitment not only to the&nbsp;<a href=\"https:\/\/atrium.lib.uoguelph.ca\/xmlui\/bitstream\/handle\/10214\/10317\/Kopec_Anna_201704_MA.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">ballot box<\/a>&nbsp;but to one another.<\/p>\n\n\n\n<p>Toronto City Council has engaged in several heated debates this year&nbsp;<a href=\"https:\/\/www.thestar.com\/opinion\/contributors\/2022\/08\/21\/toronto-cleared-the-homeless-from-its-parks-but-has-no-room-in-its-shelters-so-where-are-they-supposed-to-go.html?rf\" rel=\"noreferrer noopener\" target=\"_blank\">concerning shelters<\/a>,&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/city-data-average-number-no-shelter-bed-toronto-1.6540647\" rel=\"noreferrer noopener\" target=\"_blank\">homelessness<\/a>&nbsp;<a href=\"https:\/\/toronto.ctvnews.ca\/toronto-s-ombudsman-says-city-s-approach-to-homeless-encampments-outdated-new-plan-needed-1.5987478\" rel=\"noreferrer noopener\" target=\"_blank\">and encampments<\/a>&nbsp;in the city. The same is true in many Canadian cities.<\/p>\n\n\n\n<p>What comes up, again and again, are comments about \u201ccitizens\u201d or \u201cresidents\u201d of our cities. Much of the time, councillors, media pundits and journalists use these words to refer to people with adequate housing. Emergency shelter-hotels were unfair to&nbsp;<a href=\"https:\/\/toronto.ctvnews.ca\/toronto-residents-demand-action-after-popular-four-star-hotel-becomes-homeless-shelter-1.5577955\" rel=\"noreferrer noopener\" target=\"_blank\">\u201clocal residents.\u201d<\/a>&nbsp;Encampments disrupt the lives of&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/04\/16\/world\/canada\/khaleel-seivwright-toronto-homeless.html\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cregular citizens.\u201d<\/a><\/p>\n\n\n\n<p>In a speech given during one of these debates in April 2022, Toronto Coun.
